The National Authorising Office (NAO) of the Ministry of Finance and National Planning, on behalf of the Government of the Republic of Zambia, invites eligible and experienced consulting firms to submit Expressions of Interest for the provision of Owner’s Engineer and Programme Management Advisory Consultant (PMAC) services under the Railway Sector Support Programme (RSSP).
Funded by the European Union, the RSSP is a strategic initiative aimed at rehabilitating Zambia’s railway infrastructure while supporting key institutional, regulatory, and legislative reforms within the railway sector. The selected consultant will provide independent technical, contractual, and programme management advisory services, supporting effective implementation, governance, risk management, and stakeholder coordination throughout the programme.
The assignment is expected to run for 48 months and offers an opportunity for internationally experienced railway consultancy firms to contribute to one of Zambia’s most significant transport sector development programmes.
