10th EDF
EU development assistance to Zambia is provided and managed through a series of EDF support programmes, which are aligned to national development programmes.
Active Programmes and Projects under the 10th EDF Programme
Below are brief highlights of the projects that are still active. These are analyzed under the following categories:
All these projects are in their advanced stages of implementation and are expected to be completed by the end of 2018
Agriculture Sector
Agriculture Sector Performance Enhancement Programme (PEP) 2011 – 2015, €8.9 million (closed)
To improve the capacity of the Ministry of Agriculture and Livestock to deliver its core mandate effectively.
Conservation Agriculture Scaling Up (CASU) 2013-2017, €11.1 million. This is being implemented under a Contribution Agreement with the Food and Agriculture Organization (FAO) of the United Nations
To contribute to reduced hunger, improved food security, nutrition and income, while promoting sustainable use of natural resources in Zambia.

Infrastructure Sector
Support to the Zambian Aviation sector, €3 million (closed early 2016).
To improve Zambia’s compliance capability with international aviation standard in aviation safety, security and economic oversight.
Rehabilitation of Zimba to Great East Road, €171.6 million. This is co-financed by a grant from EDF 48 million and GRZ (with loans from the European Investment Bank (EIB) Euro 73 Million and the French Agency for Development (AFD). Euro 53 million. . Promotion of equitable economic growth, regional integration in Zambia through development of the North-South and Nacala regional corridors.
Construction of the Chipata Dry Port €7 million- Financed by a loan from the EIB Promotion of equitable economic growth, regional integration in Zambia through development of the North-South and Nacala regional corridors.
Capacity Building Programme for the Zambian Road Transport Sector, €4 million (closing on 31 December 2016) To contribute to the promotion of equitable economic growth and poverty reduction and the enhancement of food security by improving accessibility, mobility and connectivity at district, provincial and national level promoting basic access and regional integration for people and goods.

Health Sector
1. Support to Health Systems Strengthening (HSS), €18 million (on-going) - To improve the health status of people of Zambia in order to contribute to socio-economic development.
This project has two main components, as follows:
Intervention 1: Strengthening of regulation, logistics and usage of medicinal drugs. This component includes support to the Zambia Medicines Regulatory Authority (ZAMRA), support to the Medical Stores Limited (MSL) and support to Rational Drug Use (RDU).
Intervention 2: Support to the Ministry of Health (MOH) with policy development and implementation.
2.Millennium Development Goals Initiative (MDGi), €50 million (on-going). This is being implemented through technical partnership with the UNICEF.
To contribute to the improvement of the status of the Zambian child through a comprehensive and integrated approach in order to attain the Millennium Development Goals.
Specific focus:To contribute to the reduction of child mortality rate by scaling up access to maternal child health services (MCH).
This project has two main components, as follows:

Governance – Support Programme to Public Finance Management, Accountability and Statistics, €13 million.
To enhance economic governance in Zambia through improved public financial management, strengthened accountability processes and increased management for results.
The programme has four components:
Support to the National Assembly of Zambia (NAZ) To strengthen the ability of the National Assembly of Zambia (NAZ) to perform its role as the apex of the accountability process in PFM and the Budget.
Support to the Ministry of Mines and Minerals Development: Enhancing Tax Collection from Mining through Effective Regulation and Monitoring of Mineral Production To strengthen the ability of the Ministry of Mines, Energy & Water Development (MMEWD) to fulfil its mandate as mining authority to monitor effectively mining activities and mineral production in Zambia, and to share this information with other relevant GRZ agencies to contribute to increased domestic revenue mobilization.
Support to the Ministry of Finance The establishment of a structured and systematic training and professional development programme for government accountants and civil servants dealing with Public Financial Management to contribute to better budget planning and financial management and control in government.
Support to the Government Wide Monitoring and Evaluation Improvement of in government effective monitoring and, evaluation and measurement of performance of the National Development Plans and specific sector plans.
