The NATIONAL AUTHORISING OFFICE, MINISTRY OF FINANCE AND NATIONAL PLANNING, wishes to inform prospective applicants that Clarification No. 2 has been issued in relation to the Request for Expressions of Interest for the Owner’s Engineer and Programme Management Advisory Consultant (PMAC) under the Railway Sector Support Programme (RSSP).

This clarification provides responses to frequently raised questions regarding the submission of Expressions of Interest, including the submission deadline, submission requirements, the status of previously submitted EOIs, and the official submission address.

Prospective applicants are encouraged to review the clarification carefully and ensure that their submissions comply with the requirements of the Request for Expressions of Interest and all applicable corrigenda.

For ease of reference, the clarification confirms that:

• The deadline for submission of Expressions of Interest is 30 October 2026 at 16:00 CAT.
• CVs of Key Experts are not required at the EOI stage.
• Applicants who have already submitted an EOI may submit a new or replacement submission before the revised deadline.
